If Title has two and three keywords then which one is better option to separate them either with comma or pipe or colon. Which Title Tags Separator is best Practice in SEO– Pipes, Hyphens, Commas, Or, And?

For Example, I have two keyword 1) Fast passport renewal services and 2) Passport Agencies in San Francisco and want to target both keyword in one page then which is the best separator?
